China Targets Secure AI Supply Chain, Deep Manufacturing Integration by 2027

China has unveiled an ambitious national action plan aimed at securing a reliable supply of core artificial intelligence (AI) technologies and accelerating their deep integration into the manufacturing sector by 2027, reinforcing the country’s drive toward new industrialization and high-quality economic growth.

The plan, jointly released on Wednesday by eight government departments—including the Ministry of Industry and Information Technology, the Cyberspace Administration of China, and the National Development and Reform Commission—sets out a comprehensive roadmap to ensure that China’s AI industrial scale and empowerment level remain among the highest globally.

According to the document, China aims to achieve the deep application of three to five general-purpose large AI models in manufacturing within the next three years, alongside the development of specialized, industry-specific large models with full sectoral coverage. The plan also targets the creation of 100 high-quality industrial datasets and the rollout of 500 representative AI application scenarios across key manufacturing fields.

A major focus of the strategy is the cultivation of a robust and competitive AI ecosystem. By 2027, China plans to foster two to three globally influential ecosystem-leading enterprises, nurture a group of specialized and innovative small and medium-sized enterprises, and support the emergence of service providers with strong expertise in both AI technologies and industrial applications.

The action plan further underscores China’s intention to build a world-leading open-source AI ecosystem, strengthen security governance capabilities, and contribute “Chinese solutions” to global AI development. To achieve this, the government will promote the coordinated advancement of AI chip hardware and software, encourage innovation in model training and inference methods, and accelerate the integration of large AI models into core production processes.

In addition, the plan places strong emphasis on technological security, calling for breakthroughs in areas such as industrial model algorithm protection and the safeguarding of training data. These measures are designed to ensure the safe, stable, and trustworthy deployment of AI technologies across critical industries.
