We have taken our relationship with China very seriously – Tegbe

In this Exclusive Interview, Joseph Tegbe, Director-General and Global Liaison for the Nigeria-China Strategic Partnership, who was in China on a working visit, speaks extensively on the purpose of his office, his view of China, the visit of Chinese FM to Nigeria, FOCAC, plans, vision and other sundry issues.

Q: Welcome to China! How many times have you visited?
A: Thank you very much. This is my 13th visit to China. My first trip was in 2002, followed by another visit in 2006. I returned for the Beijing Olympics with my family in 2008, and since then, I’ve been here several times. It’s great to be back in China.

Q: You mentioned that China changes rapidly with each visit. What specific changes have you observed?
A: Every time I come to China, I notice significant improvements, particularly in infrastructure. Over the past twenty years, China has become increasingly self-sufficient, and I admire the discipline of the Chinese people. The integration of China with the rest of the world is also advancing, transforming it into a metropolitan nation.

Q: Can you explain the nature and organization of the Nigeria-China Strategic Office? Is it governmental or non-governmental?
A: The Nigeria-China Strategic Office is a governmental entity established within the Presidency of the Federal Republic of Nigeria. My background is in the private sector; I spent thirty-five years with Arthur Andersen and KPMG before retiring last year. The office was created in September 2024, following an agreement between President Xi Jinping and President Bola Ahmed Tinubu to elevate our relationship to a Comprehensive Strategic Partnership. My primary role is to coordinate, monitor, and evaluate all agreed projects between Nigeria and China, which encompass 54 programs across various sectors, including infrastructure, agriculture, healthcare, education, mining, manufacturing, and technology. Additionally, I ensure that business and economic relationships are properly evaluated and monitored, fostering a win-win situation for both countries.

Q: What recent achievements have come from the strategic cooperation between China and Nigeria?
A: The relationship between China and Nigeria dates back over fifty years and has always been cordial. In recent years, we have seen substantial infrastructure development in Nigeria, largely facilitated by Chinese companies. They provide not only funding but also technology and expertise, particularly in sectors like transportation and telecommunications. Companies such as China Communications Construction Company have played pivotal roles in developing our roads and ports.

Q: What are your thoughts on the recent visit by Chinese Foreign Minister Wang Yi to Nigeria?
A: Mr. Wang Yi is a respected diplomat, and his visit was fruitful. We had meaningful discussions with Nigeria reaffirming its commitment to the One China Principle. We discussed infrastructure funding and expressed appreciation for the renewal of a two billion dollar swap line, with hopes of increasing it to ten billion. Mr. Wang Yi also supported Nigeria’s aspirations for a seat on the UN Security Council and our potential partnership with BRICS. Overall, the visit strengthened our bilateral relations.

Q: Can you provide specifics about the stages of implementation for the MOUs signed at FOCAC?
A: The MOUs cover various areas, including infrastructure and exchange programs. For instance, in November last year, we sent thirty individuals to China for a development program. Current infrastructure projects are at different stages, with Chinese banks supporting railway developments. Overall, the FOCAC projects are progressing well across sectors including agriculture and technology exchange.

Q: You mentioned that both China and Nigeria refer to each other as brothers. What significance does this hold?
A: The term “brothers” reflects the shared values between our cultures, such as the importance of family. Building trust is essential for effective diplomacy and business, and this friendship fosters a deeper partnership between our nations.

Q: What are your expectations for the modernization of the Global South, particularly in light of recent discussions?
A: The modernization journey is evident when you compare China’s development over the last forty years to its earlier status. China’s experience is now being shared with Africa, evident in projects across various nations. With China’s support, Africa can harness its resources to lift many people out of poverty.

Q: How do you view China’s financial support for Africa, especially regarding the proposed 360 billion yuan?
A: The 360 billion yuan, equivalent to approximately 51 billion dollars, is a commendable start. However, we believe there is potential for more support, as China has abundant resources to share with its African partners.

Q: Regarding Panda Bonds, what insights can you provide?
A: Historically, Nigeria has raised Euro bonds, but with China’s economy opening up, investing in Panda bonds presents new opportunities. This could enhance returns and streamline transactions between our countries. We are actively exploring this option.

Q: In what areas do you see potential for increased cooperation between China and Nigeria in international affairs?
A: Our commitment to the One China Policy is strong, and we are exploring partnerships in BRICS and technology hubs. Additionally, Nigeria seeks a permanent seat on the UN Security Council, which aligns with China’s support. This Comprehensive Strategic Partnership signifies the importance of our relationship and its potential for mutual benefit.
